The Pennsylvania Department of Agriculture has been using surplus military 'radio terminal sets' also known as 'shelters'  for storage of high-density polyethylene HDPE containers at drop-off sites. These containers are first stripped of their content. They are about 12' x 7' x 7' and hold about 800 to 900 2.5 gallon containers. They can be obtained from any military DRMO and are free to all government agencies and non-profits. Try the Defense Reutilization and Marketing Service website to begin your search.
